Networks problems create a series of choke points diminishing access and value. The primary design driver connects Cesar Chavez Boulevard with Pearl Street, which would be redesigned as a highly aestheticized urban boulevard and complete street with opportunity for rapid ride bus lanes, significally improving southeast-northwest movement.
